A citizen of the world, Ruth Munoz masters six languages (English French, German, Italian, Portuguese and Spanish) and has a knowledge of two others (Japanese and Indonesian).
From January 2004 to January 2005, she has been Police Consultant with the International Organization of Migration for the Indonesian National Police. Her mandate were : a) to establish the independent capacity of the instructors at the Police Training Center to integrate international human rights standards applicable to law enforcement into the curricula for education and training and b) to contribute to the efforts of the Indonesian Police Force to develop a professional, accountable and effective law enforcement organization in Jakarta, Indonesia, among others.
From 2002 to 2003 she worked as an Expert of Delegation of the International Committee of the Red Cross in Lima (Peru). From 1999 to 2002, she has been delegate to the International Committee of the Red Cross (Police and Security Forces delegate) based in Brasilia (Brazil), with continental responsibility, including many Latin American countries. In 1997-1998, she has been International Police Advisor for United Nations High Commissioner for Human Rights (El Salvador).
She has worked in Geneva as a special care counselor for physically challenged youth (Clair-Bois Pinchat, Geneva, 1992-93) and as a psychologist with victims of domestic violence (Solidarité Femmes), Geneva, Switzerland, 1991. From 1983 to 1990, she has been psychologist-psychotherapist in private practice in Lima (Peru).
From 1978 to 1990, she has been the first female Captain of the Peruvian Police (Peru) working on the field of counter terrorism, counter drug trafficking, protection of vulnerable groups (human rights of children and domestic violence) and Community Policing, Lima, Peru.
She studied at the University of Geneva and the University of Fribourg, in Switzerland.
