Professor Pierre Foucher obtained an LL.B. at the University of Montreal in 1977 and an LL.M. in administrative law from Queens University in 1981. A member of the Barreau du Québec, he has been a professor at the Law Faculty of Université de Moncton from 1980 to 2008. He then joined the Faculty of Law of University of Ottawa, where he teaches constitutional law and language rights. Specializing in minority rights, he has written many publications including “École et droits fondamentaux” with Paul Clarke, a chapter in Michel Bastarache’s “Language Rights in Canada” and co-directed “Langues, constitutionnalisme et minorités” with André Braen and Yves LeBouthilier. He also acts regularly as a lawyer and consultant for associations and government organizations in constitutional and language law. He has been a visiting professor at the universities of Mauritius, New Caledonia, Rennes and the Institut d’études politiques in Bordeaux.
